Presentation by Undersecretary of State Sieng Lapresse of the Ministry of Interior at the meeting between Cambodia’s relevant agencies and UN Counter-Terrorism Committee 5 May 2008, Phnom Penh On behalf of the Royal Government of Cambodia and on behalf of my colleagues of the Ministry of Interior, I would like to extend our warmest welcome to Executive Director Mike Smith of CTED and delegates to Cambodia. Executive Director, Ladies and gentlemen, Terrorism is a criminal act against the political, social and economic stability of a civilized State. The terrorist group indiscriminately destroys public property, human livelihood and civilization through means of kidnapping, injuring, murdering of hostages, car bombing, suicide bomb, and attack via e-mail or telephone. For the past decade, the Royal Government of Cambodia has devoted its time, energy and effort to join the international community to combat the international terrorism through upholding UN Conventions and Protocols and the agreements on security cooperation with its ASEAN Member States, including its partners in the region. With the support of the governments of Australia, China, France, India, Japan, Pakistan, Russia, South Korea, UK and the USA, aiming to enhance law enforcement capacity, Cambodia organized national workshops and trainings on counter-terrorism. On 29 January 2008, the Sub-decree 09 specified the structure and the establishment of the Departments under the Secretariat of the National Committee for Counter terrorism to command, to combat and to prevent terrorism. On 29 January 2008, by Prakas 18/08, the Royal Government of Cambodia established offices under the Departments of the Secretariat of the National Committee for Combating Terrorism to command, to combat and to prevent terrorism. On 27 February 2008, by the Royal Decree0208/172, the Royal Government of Cambodia amended the National Committee for Counter Terrorism (NCCT), equipped with well-crafted mechanism for national strategies in preventing and suppressing terrorist activities. It is in processing plan of action and readiness to promptly responding to the potential national security threats. The Law on Counter Terrorism of Cambodia was promulgated by the King on 20 July 2007. The Law on Anti-Money Laundering and Combating the Financing of Terrorism was promulgated by the King on 24 June 2007. The Criminal Code of Procedure was promulgated by the King on 10 August 2007. By closely examining at critical attacks worldwide throughout the past decade, the Royal Government is of the view that terrorism continues to be grave threats on world security for many years to come. Fortunately, the ability and effectiveness to deter them have been improved through a number of regional and international forums, workshops, conferences and meetings with constant exposure on the impact of terrorist attacks against social structure, security, human rights and lives of the people, who have directly or indirectly been inflicted by. As the result, regional strategies and plans of action and other bilateral and international mechanisms have been developed with thoughtful consideration on counter terrorism operation effectiveness designed to protect worldwide life of the innocent people and their culture. For that effect, the Royal Government of Cambodia determines to join ASEAN Member States with the ASEAN framework and policies, and to seek guidance and technical assistance during the UN fact finding mission of the Counter Terrorism Executive Directorate from 5-9 May 2008 in order to improve its machinery effectiveness to prevent and to suppress terrorist activities at home and abroad.
