His Excellency Mr. SAR KHENG, Deputy Prime Minister , Minister of Interior of Cambodia.
Excellencies and Distinguished Delegates,
Deputy Secretary-General of ASEAN,
Ladies and Gentlemen,

On behalf of the Delegation of the Kingdom of Cambodia, I would like to congratulate His Excellency Mr. SAR KHENG, Deputy Prime Minister, Minister of Interior of Cambodia, for the undertaking of the chairmanship of the 7th AMMTC and 4th AMMTC+3. I am confident the meeting will be well guided and fruitful under the chairmanship of His Excellency.

I would like also to sincerely thank to the ASEAN Secretariat and the organizing committee for their tireless efforts to provide necessary supports to the Representatives of ASEAN Member countries to achieve their goal within the ASEAN framework.

Excellencies,
Distinguished Delegates,
Ladies and Gentlemen,

The biannual ASEAN Ministerial Meeting on Transnational Crime (AMMTC) is a vital platform for Ministers and Senior Officials of the ASEAN Member States to exchange views and experiences or to explore ways and means to effectively prevent and combat international terrorism and organized crime.

Recalling the 12th ASEAN Summit in Cebu, Philippines,  where the ASEAN Heads of State decided to accelerate the establishment of the ASEAN Community by 2015 instead 2020. The ASEAN Political-Security Community, one of the three pillars, was inscribed in the ASEAN Charter that was signed by the ASEAN Heads of State on 20 November 2007 in Singapore. The Roadmap for an ASEAN Community 2009-2015 and the ASEAN Political-Security Community Blueprint were adopted on 1st March 2009 by the Heads of State at the 14th Summit in Hua Hin, Thailand.

The growing threat by multiple facets of transnational crime increasingly challenged the ASEAN Political-Security Blueprint worldwide in 2009. The mandate of the roadmap for ASEAN Community 2009-2015 must be prudently supported by the ASEAN Member States. Thus to permanently succeed in rooting out the causes of transnational crimes, the realization of ASEAN Vision 2020: One Vision, One Identity, One Community through the ASEAN Political Security Community, must be promptly achieved.

Cambodia strongly believes the Work Program to Implement the Plan of Action to Combat Transnational Crime should be perpetually encouraged and be engaged through concerted efforts. In this effect, Cambodia kindly urges ASEAN Member States to effectively promote the approach that focuses on "a cohesive, peaceful and resilient region with shared responsibility for comprehensive security" which is inscribed in the Roadmap for an ASEAN Community 2009-2015.

Cambodia and her people stand ready to closely cooperate with ASEAN Member States to meet ASEAN-wide targets and commitments towards realizing the ASEAN Community and to intensify counter-terrorism efforts by early ratification and full implementation of the ASEAN Convention on Counter-Terrorism.

 Cambodia is processing the ratification of the ASEAN Convention on Counter-Terrorism.

In conclusion, I sincerely extend Excellencies and Distinguished Delegates best wishes of great health and prosperity. Thank you!
