The First ASEAN Plus People’s Republic of China Ministerial Meeting on Transnational Crime (1st AMMTC + China) was held on 18 November 2009, Siem Reap, Kingdom of Cambodia.

The Ministers sincerely welcomed the signing of ASEAN-China revised Memorandum of Understanding (MoU) for Cooperation in Non-traditional Security Issues for the period of five years starting from January 2010 until December 2014.
 
H.E. Mr. Zhang Xinfeng, Vice Minister for Public Security delivered his remarks. Vice Minister Mr. Zhang Xinfeng reaffirmed China’s support for the establishment of a more united, stable and prosperous ASEAN Community and willingness to actively participate in the process as well as to provide assistance within its capability. He looked forward to see fruitful cooperation achieved by ASEAN. He also underlined that the 1st AMMTC + China marked another major positive result of cooperation in the area of law enforcement, which would attribute to the China-ASEAN strategic partnership towards regional peace and prosperity.
 
H.E. Mr. SAR Kheng, Deputy Prime Minister and Minister of Interior, Kingdom of Cambodia welcomed all Ministers to the 1st AMMTC + China. In his welcoming remarks, he expressed his hope that collaborative cooperation between ASEAN and China would be further enhanced under the framework of the new MoU.

PRESS STATEMENT

Cambodia is honored to be the host of the Seventh ASEAN Ministerial Meeting on Transnational Crime (7th AMMTC), the Fourth ASEAN Ministerial Meeting on Transnational Crime + Three (4th AMMTC+3) (China, Japan and Republic of Korea) and the First ASEAN Ministerial Meeting on Transnational Crime + China (1st AMMTC + China) from 16 to 19 November 2009 in Siem Reap City, Kingdom of Cambodia.

The countries of ASEAN share many common perspectives, and many common challenges. The relationship within ASEAN has always been characterized by understanding and cooperation. Together, within the ASEAN framework, ASEAN Member States (AMS) have faced many challenges and accomplished many things.

Today, ASEAN Member States face many challenges within their region. Chief among these is the problem of transnational crime. AMS realizes that this is not Cambodia’s problem alone. This is all ASEAN Member States face. And to meet this problem, and to effectively combat it, ASEAN recently have adopted an important new additional guiding mechanism, the ASEAN Charter.

The perpetrators of international crime are well organized and highly motivated. The ASEAN countries, acting together, are even more organized and even more motivated than them. The ASEAN Charter provides ASEAN Member States with strength and resolve to commit the ASEAN law enforcement to combat and prevent organized crimes.

ASEAN objective is clear: to stamp out international crime completely, in all its forms. For the safety and long term stability of the entire ASEAN region, ASEAN may not fail at this task. That demonstrates ASEAN: one vision, one identity and one community.

A US delegation, led by Stephen D. Mull, Acting Assistant Secretary, Bureau of Political-Military Affairs of the US State Department, met with Deputy Prime Minister and Interior Minister Sar Kheng on December 6,2007 in Minister of Interior. During the meeting, Stephen Mull told H.E Sar Kheng that the US highly praised Cambodia which just got of war not long ago, but that it has built itself up following the path of democracy in order to bring in progress in all fields. In reply, Deputy Prime Minister Sar Kheng attributed the progress and the development in Cambodia to the maintenance of the peace, the political stability, the social security, the economic growth , the cooperation with international communities, and the international assistance , including the United State. China provided 104 police motorbikes as aid to the Ministry of Interior of Cambodia to be used to strengthen and improve the national security. The ceremony to hand over the motorbikes took place on 25 September, with the participation of Sar Kheng, vice-prime minister and minister of Interior, and the Chinese ambassador to Cambodia. The Chinese ambassador said during the ceremony that, in the past, China provided 30 fire engines to the MOI also, and on 25 September, China decided to provide 104 additional motorbikes to the MOI to fulfill its need. The Chinese ambassador stressed that, in the future, if Cambodia has other needs, China will provide them further. H.E. Hok Lundy, national police commissioner, thanked China which paid attention by providing aid in terms of motorbikes for Cambodian police so they can provide social security. Date: 4/10/2007

The United States praised Cambodia on Tuesday for efforts to improve anti-human trafficking and upgraded the country from its Tier 3 to Tier 2 Watch List, according to a statement released by the U.S. Embassy in Phnom Penh. The statement said U.S. Secretary of State Condoleezza Rice announced the upgrade in her address on the State Department's 2006 Trafficking in Persons Report. A Tier 2 designation is used to indicate governments that do not fully comply with the minimum standards laid out in the Trafficking Victims Protection Act of 2000 but are making significant efforts to bring themselves into compliance with those standards.

With the strong political commitment of the Royal Government of Cambodia, the law enforcement forces have highly undertaken their tasks to prevent and suppress trafficking in persons and to rescue a number of victims who afterward have been integrated into the national community. From June 2004 to May 2005, the competent authorities have investigated and suppressed 189 cases of trafficking in persons, detained 204 persons including brothel-keepers, brokers and offenders, in which 4 are foreigners (2 Japanese, 2 Canadian), and 233 victims were rescued.
