The First ASEAN Plus People’s Republic of China Ministerial Meeting on Transnational Crime (1st AMMTC + China) was held on 18 November 2009, Siem Reap, Kingdom of Cambodia.
On behalf of the Delegation of the Kingdom of Cambodia, I would like to congratulate His Excellency Mr. SAR KHENG, Deputy Prime Minister, Minister of Interior of Cambodia, for the undertaking of the chairmanship of the 7th AMMTC and 4th AMMTC+3. I am confident the meeting will be well guided and fruitful under the chairmanship of His Excellency.

PRESS STATEMENT
Cambodia is honored to be the host of the Seventh ASEAN Ministerial Meeting on Transnational Crime (7th AMMTC), the Fourth ASEAN Ministerial Meeting on Transnational Crime + Three (4th AMMTC+3) (China, Japan and Republic of Korea) and the First ASEAN Ministerial Meeting on Transnational Crime + China (1st AMMTC + China) from 16 to 19 November 2009 in Siem Reap City, Kingdom of Cambodia.
The countries of ASEAN share many common perspectives, and many common challenges. The relationship within ASEAN has always been characterized by understanding and cooperation. Together, within the ASEAN framework, ASEAN Member States (AMS) have faced many challenges and accomplished many things.
Today, ASEAN Member States face many challenges within their region. Chief among these is the problem of transnational crime. AMS realizes that this is not Cambodia’s problem alone. This is all ASEAN Member States face. And to meet this problem, and to effectively combat it, ASEAN recently have adopted an important new additional guiding mechanism, the ASEAN Charter.
The perpetrators of international crime are well organized and highly motivated. The ASEAN countries, acting together, are even more organized and even more motivated than them. The ASEAN Charter provides ASEAN Member States with strength and resolve to commit the ASEAN law enforcement to combat and prevent organized crimes.
ASEAN objective is clear: to stamp out international crime completely, in all its forms. For the safety and long term stability of the entire ASEAN region, ASEAN may not fail at this task. That demonstrates ASEAN: one vision, one identity and one community.

On 5 May 2008, MOI prepared a meeting with UN Counter-terrorism committee leaded by Mr Mike Smith , executive director of CTED. The aim of meeting is exchanging experience between Cambodian law enforcement officers and UN officers. Date: 1/6/2007The United States praised Cambodia on Tuesday for efforts to improve anti-human trafficking and upgraded the country from its Tier 3 to Tier 2 Watch List, according to a statement released by the U.S. Embassy in Phnom Penh. The statement said U.S. Secretary of State Condoleezza Rice announced the upgrade in her address on the State Department's 2006 Trafficking in Persons Report. A Tier 2 designation is used to indicate governments that do not fully comply with the minimum standards laid out in the Trafficking Victims Protection Act of 2000 but are making significant efforts to bring themselves into compliance with those standards.

With the strong political commitment of the Royal Government of Cambodia, the law enforcement forces have highly undertaken their tasks to prevent and suppress trafficking in persons and to rescue a number of victims who afterward have been integrated into the national community. From June 2004 to May 2005, the competent authorities have investigated and suppressed 189 cases of trafficking in persons, detained 204 persons including brothel-keepers, brokers and offenders, in which 4 are foreigners (2 Japanese, 2 Canadian), and 233 victims were rescued. The workshop on road traffic, safety and accidents was on for two days from 29 to 30 June 2006. In the closing ceremony on 30 June 2006, the workshop was presided over by Prime Minister Samdech HUN SEN. Samdech Hun Sen said "order and traffic safety is the most important part of security and social order." Samdech stressed that the criminals always use transportation as means for their activities. On 15 December 2006, The United States Agency for International Development (USAID) has signed MOU to fund for fighting against human trafficking as one of its priority program areas in Cambodia and responding to the efforts of the Royal Government of Cambodia into combating human trafficking crimes. The MOU was signed at Ministry of Interior on 15 December 2006 by H.E Sar Kheng, Deputy Prime Minister and Minister of Interior, and Ms. Erin Soto, Mission Director of USAID.
